To whom it may concern,
According to the Rural China Poverty Reduction and
Development Program (2001-2010), "effective measures and actions
should be taken to lead NGOs to participate in or carry out governmental
projects for poverty reduction." To operationalize this agenda,
the LGOP, the ADB, the Jiangxi PADO and the CFPA have agreed to
carry out a technical assistance project TA 4580 -PRC: NGO-Government
Partnership in Village-level Poverty Alleviation, including a focal
pilot test component in Jiangxi Province . The project is aimed
at creating and demonstrating the mechanism and pattern in which
NGOs participate in governmental projects for poverty reduction
and providing suggestions for governments in policymaking.
CFPA will oversee the pilot test component, during
which several non-profit NGOs (as defined below) will be competitively
selected to organize implementation of village-level poverty alleviation
projects (including direct implementation of some components). As
described in the Guidelines for Competitive Selection of NGOs, CFPA
will organize a competitive open tender selection process, including
organizing and chairing a panel of 16 assessors. Jiangxi PADO will
make the final selection, based on the panel's ecommendations, and
subject to no-objection endorsement by ADB.
Village-level projects involves participatory evaluation
of poverty, needs analysis of all-round development and making and
implementing village-level poverty reduction plans. It is required
that the participation of the poor be ensured in the whole process
of project implementation so that their voices, especially the voices
of the poor women, can be heard. The Jiangxi PADO will provide ¥0.5
millio n for each village as the project fund while the ADB will
provide ¥50,000 for each village in Phase 1 (may be decreased in
Phase 2 pending packaging) as management fees.
The project covers six townships from three counties,
i.e., Le'an, Xingguo and Ningdu (two in each county), involving
18 poverty-stricken villages. It will last from March 2006 to September
2007, divided into two phases. The first phase which covers the
first six illages begins in March 2006 while the second phase which
covers the rest 12 begins August 2006.
This bid is to choose NGOs to carry out the pilot project
in the first six villages, two in each county: during Phase 1 villages
will be packaged as 1 village per bid. A bidder can tender for up
to 2 packages, but each bid and the technical plan must be made
and submitted separately.
NGOs or public welfare organizations registered in
PRC civil affair departments or administrations of industry and
commerce and aimed at poverty reduction are eligible for the bid.
No university, research institute, natural person (individual expert)
or foreign NGO shall enter the bid independently. However, they
are encouraged to enter the bid in cooperation with qualified PRC-based
NGOs, as either lead or secondary partners.
CFPA will adopt the fixed budget specification, quality-based
selection (FBS-QBS) method in this bid. That is, with the project
fund and management fees fixed, the bidder is just demanded to make
its best technical proposal within the budget.
By 3 January 2006, CFPA will send to all EOI-submitting
organizations the notice to bidders and related materials. Bidders
must submit technical proposals and other related materials for
receipt by CFPA by 17:00 on 19 January 2006.
