Following the principle of "transparency, justice and fairness", CFPA will try to:

• see to it that the whole bidding process is transparent,
• select quality services,
• balance economy and efficiency,
• provide all qualified NGOs with equal opportunities, and
• encourage NGOs in the project province and at local levels to participate in.
